The conditionsfor constructing anindividual project are defined by the detailed architectural and construction plan.  The detailedsite planneeds to be consistent with the city's master planandzoningplan.  For example, if themaster planandzoningdefinesa territory in whichyour homeis locatedas residential, then construction of acommercial, industrial, or manufacturing project is prohibited.Ensurecompliance with themaster plan!

Why Master Plan is Needed for Those Who Plan to Buy Property?

Planning to buyan apartmentora house?Do you knowwhat will belocated next to yourproperty in 5 or 10years?Even ifa park is next toyour house now, or if you live in a greenbelt,this does not meanthat the governmentdoes not intend tobuilda shopping centerorfactory next to you someday!  Development plans must berecordedin the generalplan of the city.  Decisions about future projects that are made by government authorities are detailed in the master plan.  Before youbuy property, ask to see the master plan!

The City of Your Dream and the Master Plan

The master planof a municipality is the main city-planningdocumentforthe community.It defines thefundamentalsolutions to development,planning, and construction for land in the city.Although themaster plandoes not describein detail howthe areashould looknearyour home, general tools such as zoning can determine the way in which the land is used.  Zoning also identifiesareas for new development.That is,if themaster planandzoningdistrictnearyour place ofresidenceis classified as"residential" or "recreational" zones, the construction oflargeindustrial orcommercial facilitiesis prohibited there.Ensurecompliance with themaster plan!

Forced Confiscation of Property and General Plan

Implementingthe general planof a cityalmost alwaysinvolves thereconstructionof old places andconstruction of newones.  It also can mean new areas are designated for different types of uses as when residential areas are newly designated as commercial.Often these activities areaccompanied bythe confiscationof real estate and land for public use.  New projects take away the oldhomes andgardens.Whatarethe ownersgiven as compensation fortheir confiscated property?  These "resettlements" should be described in the general plan and should be one of the first stages of a construction project.  Askabout this!

Concerned about the Fate of Your Park? – Check out the Master Plan!

A critical part ofa master planis zoning. Zoningis developed and applied in strictaccordance with themaster plan for the city. This document establishes areas offunctionality and development plans for each land plot.Zoningdetermineswhichareas of​​the city are set aside forpublic needs and which will be used for residential,recreational,industrial,utility, transportation, and other land uses. For example,if themaster planandzoningfor a particular plot of land is designated as "recreational," then buildingan industrial facility on this piece of landshould be prohibited. Ensurecompliance with themaster plan!

General Plans Ukraine: Illegal Initiation

This 10-minute video tells of real-life situations common to many citizens about the consequences of adopting a new city planning document without the active participation of the public.  Among these situations are:  confiscation of homes and forced relocations, the destruction of green areas, and construction of a manufacturing plant next to a residence. 

The heroes of the video are community leaders, architects, journalists and ordinary citizens – seen through the prism of their own lives.   Professionals share their perspective about the problem of inaccessibility to city master plans. 

"In this video we want to convey the idea that sooner or later all people will be affected by the problem of not having actively participated in the process.  The Master Plan is an important document, the implementation of which affects our health, and the comfort and safety, and the welfare of our families. In the video we call on active parts of society and community organizations to participate in the development and adoption of general plans and help to achieve their declassification, "- says the Head of Eastern-Ukrainian Center for Civic Initiatives, Volodymyr Shcherbachenko.
