Vinnytsia Regional State Administration Does Not Want to Discuss the Availability of General Plans with Community Activists


This was stated by the Chief Architect for the Vinnytsia region, Mr. Sergey Tsarenko, in his response to an appeal from the public activist NGO, Philosophy of the Heart. The reason the activists made the appeal to the regional authorities was because residents of Vinnytsia have unlawfully been denied access to the general plans of their cities in the region.

Given the systemic problems of public access to urban planning throughout the region, activists have proposed to regional authorities that they conduct a "roundtable" where a regional plan of action can be developed to address the problem.

In response to the request, public officials said that the regional administration has decided to limit the involvement of regional architects about these issues. The Chief Architect of the city and architects in the region were reminded of their duty to place the master plans on the websites of local governments.


"Last year, together with the Eastern-UkrainianCenter for Civic Initiatives we explored the availability of master plans on the websites of city councils in thearea. As it turnsout, of the 18 settlementsinVinnytsia,only 14 havesomething posted on their own websites. Not all of these are master plans of the city; some are simply a basic drawing of a map. In addition, the posted image is of such poor quality that reading it is almost impossible," describesJulia Grieg about the situation. Julia is Head of the NGO, Philosophy of the Heart.

The regional managementof architects for Vinnytsia have turned a blind eye to the problem of the lack of availability ofmaster plans for cities. Unfortunately, this problem is not the only one. The bigger question remains about the legality of not providing access. The law guarantees the availability of master plans of municipalities.

I'm not talking about the systemic refusal of copies of these documents. However, officials of the Regional Department of Architecture decided to pretend that this problem is not relevant for them," sums up the social activist, Julia Grieg.


Recall that from July 2012 to March 2013, Philosophy of the Heart,together with the Eastern-UkrainianCenter for Civic Initiatives studied the availability of urban planning documentation to the public. In Vinnytsia, the survey covered all 18 cities. The complete results of the monitoring study are available on http://cityplan.in.ua/cities. On September 16, 2013 the Ministry of Regional Development, Construction and Housing canceled the requirement to use the stamp "For Official Use Only" on large-scale maps and plans of cities.
